How to choose where to call
- If you are worried about your visa or stay in Korea, call 1345. They have Nepali-speaking counselors. From outside Korea, call +82-2-1345.
- If you did not get your wages or your work is too hard, call 1350. They also explain how to file a complaint (진정).
- If you got hurt at work, call 근로복지공단 1588-0075. This is where you apply for hospital costs and sick leave pay (휴업급여, money while you cannot work).
- If someone hits you, swears at you or treats you unfairly, call 국가인권위원회 1331.
- If you need to go to court, call 대한법률구조공단 132.
If you cannot understand government offices, local governments (province, city, county or district offices), public organizations or non-profit groups, you can ask 1345 for 3-way interpretation. A 1345 counselor joins the call and interprets for you. Calls with private persons, such as your landlord, a private clinic or a shop, are not in the official guide. Ask 1345 first if they can interpret these calls too.
How to find the 고용센터 and the 노동청
Changing workplace, unemployment benefits and job referrals are handled by the 고용센터 (Job Center). Complaints about unpaid wages and labor inspections are handled by the regional labor office (지방고용노동관서 / 고용노동청·지청, 노동청).
- Go to 고용24 (work24.go.kr).
- Click the "고용센터 찾기" (Find a Job Center) menu.
- Search with your company address or your home address.
- The address and phone number will appear. Before you go, it is good to call and ask if interpretation is available.
If using the internet is hard, call 1350 and ask, "Where is the 고용센터 for my company's area?" They will tell you.
What happened to the Foreign Workers Support Centers?
In the past, 9 main Foreign Workers Support Centers (외국인노동자지원센터) across the country gave counseling and Korean language classes. But no budget was given for 2024, so the 9 main centers closed on January 1, 2024.
Now there are two ways to get help.
- Direct counseling by the government and public agencies: 고용노동부 (1350) and the 한국산업인력공단 외국인력상담센터 (1577-0071) give counseling.
- Support facilities run by local governments: Through the "Local Settlement Support Program for Foreign Workers" (외국인근로자 지역정착 지원사업), 고용노동부 selects local governments and pays for running costs. The program is still running in 2026. The names are different in each area (for example, 외국인근로자지원센터 or 외국인주민지원센터), and some areas do not have one.
To find out if there is a support facility in your area, ask 1577-0071 or 1350, or check the list of support centers on the EPS website (eps.hrdkorea.or.kr). Some private civic groups also give free counseling, but this is different in each area. It is safer to ask 1345 or 1350 for a group's contact information and check it before you use it.
Who can get free help from 대한법률구조공단 (132)
- Cases that come from work, such as wages, 퇴직금 and work injuries, are the main cases they handle.
- If your average wage for the last 3 months before the wages went unpaid was less than 4,000,000 원, you may get free legal aid (counseling and a lawyer for your court case).
- You may also qualify based on income, for example if your income is 125% or less of the standard median income (기준 중위소득).
- You can get counseling by phone (132), by video call, or in person (offices all over the country).
- If you need an interpreter, tell them before you go, or go with someone who knows Korean.

Be careful
- All counseling is free, or you only pay the phone call fee. If someone asks you for money, that person is not from an official organization.
- Some brokers say, "I will report it for you," and take a fee. If you call 1345 or 1577-0071 yourself, you can get counseling in Nepali.
- Before you call, write down your passport number, your 외국인등록번호 (alien registration number, from your 외국인등록증 / residence card), your company name, and the date the problem happened. This makes counseling faster.
- Even if you report unpaid wages, the labor inspector will not report you to immigration. Since November 6, 2025, inspectors no longer have a duty to report to immigration.
